Starting 1 January 2026, the tasks of the occupational safety and health authority will be transferred to the new Finnish Supervisory Agency. The occupational safety and health divisions of the Regional State Administrative Agencies will act as the regional occupational safety and health authority until the end this year.

At the beginning of 2026, the Occupational Safety and Health Department of the Finnish Supervisory Agency will launch its work as the competent national occupational safety and health authority. The Regional State Administrative Agencies will be terminated as a result of the reform.

The Occupational Safety and Health Department of the Finnish Supervisory Agency will continue to carry out occupational safety and health inspections with the current personnel throughout Finland. We will also continue processing the permits and notifications that are currently the responsibility of the occupational safety and health authority. The Tyosuojelu.fi website, the occupational safety and health authority’s telephone service and e-service channels will continue to serve clients. The occupational safety and health authorities’ social media channels will also be maintained.

Markku Rautio has been appointed to the position of Director of the Occupational Safety and Health Department.

Most of the tasks of the Regional State Administrative Agencies will be transferred to the new Finnish Supervisory Agency, which will launch its operations on 1 January 2026. In addition to the tasks transferred from the Regional State Administrative Agencies, the new Agency will take over all of Valvira’s tasks and most of ELY Centres’ environmental tasks. The reform is part of the state’s regional government reform, the legislation on which was approved by Parliament on June 18 2025.

Cases initiated with occupational safety and health divisions at the Regional State Administrative Agencies will be transferred to the Occupational Safety and Health Department at the Finnish Supervisory Agency at the turn of the year. The information and documents submitted by the customer will be transferred to the Finnish Supervisory Agency automatically, and the customer does not need to submit them again.
