Users log in to the interactive e-service for occupational safety and health with banking credentials or a mobile certificate (Suomi.fi e-Identification). Acting on behalf of an employer requires the mandate to Reporting occupational safety and health information and applying for OSH permits. If you, for example, are an occupational safety and health manager, identify yourself in Suomi.fi and select Personal mandates to request the mandate to act on behalf of your employer.

Log in to the e-service

There are three services included:

Employee: submit an enforcement request in employment relationship matter

In occupational safety and health e-service, you can submit an enforcement request to the occupational safety and health authority in the following matters:

  • Written lay-off certificate
  • Pay calculation
  • Information on completed working hours (working hours records)
  • Annual holiday pay calculation
  • Annual holiday report
  • Written details of the principal terms and conditions of employment (can no longer be requested after an employment relationship has come to an end)
  • Written information on the grounds on which the variable working hours meets the labour needs of the employer (cannot be requested after an employment relationship has come to an end)
  • Written answer on the possibility of extending the regular working hours specified in the employment contract or the duration of the employment contract (can no longer be requested after employment has come to an end)
  • Written report on the grounds for the termination of employment contract (cannot be requested if an employment relationship is still valid)
  • Certificate of employment (cannot be requested if the employment relationship is valid)

Where necessary, you can submit enforcement requests on several matters.

Processing of an enforcement request will begin within two weeks of it being received by the occupational safety and health authority. In the e-service, you can see how the matter is progressing.

Please note that if you are in a public-service employment relationship, you can submit an enforcement request on employment matters such as working hours and annual holiday, even though the enforcement of legislation concerning public-service employment is not otherwise within the competence of the occupational safety and health authority. If you encounter problems, you can contact your trade union if necessary. If you are not a member of a trade union, you can contact the legal aid office.

Employer: report amendments you have made

Through the service, you can submit a report in response to a request made by an occupational safety and health inspector and the related instructions. In the service, you can supplement your written report with any attachments you want, such as documents, photographs and video materials.

Based on your report, the occupational safety and health inspector will assess the fulfilment of your obligations. You will receive the decision made by the inspector in your email. If you have any questions about the content of the obligation, please contact the inspector who issued it.

Submitting reports in the service is available to nearly all requests and instructions issued by occupational safety and health inspectors. You will be informed about the availability of the option in the email in which you receive the inspection report.

Employer: assess the safety of your work environment

In e-service, employers can make an assessment of occupational safety management. It includes a section for identifying and assessing work-related hazards and harmful factors. For more information, see the Halmeri method page. The service also includes the option of using the tools and methods of the Centre for Occupational Safety.

If your question concerns your actual matter with the occupational safety and health authority, for example an enforcement request, contact the occupational safety and health authority’s telephone service, tel. +358 295 016 620.

If you have questions about issued obligations, you can contact the occupational safety and health inspector who issued the obligations or, if necessary, the regional occupational safety and health authority. Include the details of the obligations in your message.

Information provided through the e-service is stored in the occupational safety and health authority’s case management system and/or the enforcement information system, and the information can be used in the occupational safety and health authority’s supervisory activities. The storage of information does not concern the assessment of occupational safety management using the Halmeri method.
