Accessibility statement
This accessibility statement applies to the website Tyosuojelu.fi of the Occupational Safety and Health Administration in Finland, and it has been drawn up on 7 September 2020 and updated on 10 january 2025. The statement is based on the observations of the application provider and the external expert party that implemented the accessibility testing as well as the self-assessment on accessibility by the administrators of the website. The statement has been supplemented based on the findings of a comprehensive inspection report prepared by the Accessibility control unit of the Regional State Administrative Agency for Southern Finland on 30 October 2024.
Tyosuojelu.fi website
The Occupational Safety and Health Administration aims to ensure the accessibility of its digital services in accordance with the Act on the Provision of Digital Services (306/2019). The starting point of its technical implementation and visual design is level AA of the WCAG 2.1 guidelines. An accessibility testing was carried out on the website by an external expert in April 2021.
The online service was transferred to Valtori’s YJA publication platform in October 2023. An external expert has not yet evaluated any changes that may have occurred in the website's accessibility. A new accessibility testing will be carried out during year 2025. The Occupational Safety and Health Administration will carry out any required accessibility corrections after the testing is completed.
Non-accessible content and correcting it
Not all parts of the website are accessible, however, and the deficiencies found include:
- All forms and other attachments (pdf, doc etc.) are not completely accessible. The requirements of the legislation apply to files published from 23 September 23 2018.
- There are some images on content pages without alternative text descriptions. Some of the diagrams have been implemented as images, and alternative text descriptions have not been provided for all such content.
- There are occasional deficiencies in the use of the text heading levels. Not all headings have been programmatically determined as headings, and in some content, the heading levels do not match the structure of the content.
- In the menu structure, the menu titles of the lowest level items are not fully descriptive.
- In some of the Swedish and English pages, the text "Opens in New Window" for external links is in Finnish, and the text is missing from some individual links.
- Some user interface components are missing an accessible name or a visible label.
- The contrast is not sufficient in all respects in some user interface components and between text and background.
- Some user interface components do not have a programmatically determinable role or input field purpose.
- Elements of the feedback form have not been programmatically linked to each other, and the related context cannot be determined with assistive technology. When closing the feedback form, the browser focus is in the wrong place after closing the module.
- In the municipality search on the Contact information page, the context of the selectable options cannot be determined programmatically. In addition, the menu opens in connection with the down event, and the up event does not override the opening of the menu.
- On the E-service page, more than one element has the same ID.
The reason for the failure to comply with the requirements is the unreasonable burden caused by the large amount of content. The administrators of Tyosuojelu.fi are constantly working to correct the accessibility deficiencies found in the service. The issues identified in the accessibility assessment are being addressed. The goal is to correct deficiencies by the end of December 2025.
Material produced by other parties
The administrators of the Tyosuojelu.fi website are not responsible for the accessibility of materials produced by third parties. Such content includes, for example, the web forms for the preliminary notifications on asbestos demolitions and construction created by the KEHA Centre and linked to the service as well as the documents produced by the Ministry of Social Affairs and Health as a part of the website, such as market surveillance decisions. The service providers are responsible for the accessibility of such content.

If you have discovered a deficiency in the accessibility of the Tyosuojelu.fi website, you can report it by e-mail at the address [email protected] or with the website’s feedback form. The website administrators will do their best to correct the deficiencies and respond to the feedback of those who gave their contact information as soon as possible, or within two weeks of the contact at the latest.
