Legislation was reformed: How should asbestos work be carried out after the legislative reform?

Asbestos legislation was reformed on 21 December 2025. The occupational safety and health authority has published updated application instructions in connection with the reform.  The application instructions describe how Finnish asbestos work should be carried out in practice after the reform.

The occupational safety and health authority has already received many questions about the changes from employers and companies involved in asbestos removal as well as from other actors in the sector. We have compiled the most frequently asked questions and answers in the Tyosuojelu.fi online service.

The purpose of the application instructions and the frequently asked questions is to clarify the interpretations made by the occupational safety and health authority that supervises compliance with the legislation at construction sites. They are intended for construction site operators and other interested parties.
