Occupational Safety and Health Administration 2025: towards the new Finnish Supervisory Agency

In 2025, the Occupational Safety and Health Administration prepared to move to the new national Finnish Supervisory Agency at the beginning of 2026. The Occupational Safety and Health Administration has worked persistently in creating national operating models. Despite this, the transition caused many changes in the organisation of operations and processes.

The occupational safety and health divisions of the Regional State Administrative Agencies acted as regional occupational safety and health authorities until the end of 2025. We carried out approximately 19,800 occupational safety and health inspections and actively carried out other influencing activities as part of occupational safety enforcement. We paid particular attention to vulnerable groups of workers. Due to the tight finances, personnel resources were reduced in authority-initiated supervision in particular. Despite this, we were able to achieve the set goals in full.

Basic operations with previous targets and priorities

As in previous years, our operations focused particularly on safe working conditions, fair working life and the management of psychosocial workload. We targeted supervision separately at small and new workplaces. In addition, we conducted customer-initiated supervision, such as supervision related to harassment, harmful workloads and discrimination at work, as well as investigations of occupational accidents and diseases.

In 2025, we processed some 860 permits and received around 43,100 notifications. Of the notifications, 154 were related to local bargaining, the scope of which expanded at the beginning of 2025.
